Public Safety Spectrum Alliance Proposes Framework for 4.9 GHz Band Access

The Public Safety Spectrum Alliance (PSSA) has unveiled a new framework aimed at facilitating access to the 4.9 GHz band for the FirstNet Authority. This proposal, presented following legal challenges to previous suggestions, suggests granting the FirstNet Authority a nationwide overlay license through a separate nationwide band manager. By doing so, the PSSA aims to address concerns while optimizing the use of the spectrum for public safety purposes.


The proposal recommends that the Federal Communications Commission (FCC) issue a nationwide license to a single band manager, mandating a sharing arrangement with the FirstNet Authority. According to the filing, this approach aligns with existing FCC rules and would enable the FirstNet Authority to enhance 4.9 GHz spectrum utilization, including support for 5G connectivity and bolstering the public safety ecosystem.


The PSSA emphasizes the importance of selecting a non-federal entity with extensive experience in public safety spectrum management as the band manager. Key criteria include expertise in public safety communications, accreditation by the American National Standards Institute (ANSI), and FCC certification as a public safety frequency coordinator.


While the PSSA maintains that direct allocation of a nationwide 4.9 GHz license to the FirstNet Authority remains the optimal solution, it aims to provide alternative approaches to the FCC for consideration. Jeff Johnson, CEO of the Western Fire Chiefs Association and author of the filing, underscores the need for incumbent protection and flexibility in exploring various options.


Notably, details regarding the operational dynamics between the 4.9 GHz band manager/licensee and the FirstNet Authority are yet to be defined, as the proposal aims to initiate a broader discussion on regulatory frameworks.


Despite differing opinions on the viability and intent of the proposed framework, the PSSA remains committed to advancing solutions that expand spectrum access for the Nationwide Public Safety Broadband Network (NPSBN) while safeguarding incumbent users.


The evolving dialogue surrounding 4.9 GHz band access underscores the complexities of spectrum management in the public safety domain. As stakeholders continue to deliberate on the optimal path forward, the focus remains on enhancing connectivity and resilience for first responders nationwide.
