EUCCS Milestone: ETSI Launches New TC_CCS for Critical Communications

Sophia Antipolis, 12–13 May 2026 – A significant milestone for the European Critical Communication System (EUCCS) was reached this week with the kick-off meeting of the newly established ETSI Technical Committee on Critical Communication Systems (TC CCS).


Bringing together a strong and diverse group of stakeholders, including representatives from the EC’ Mission Critical Communication Group (MCCG), industry leaders, and public authorities the inaugural meeting highlighted the growing momentum behind the development of interoperable, secure and resilient critical mobile communication services across Europe.


The establishment of the TC CCS represents an important step forward in the maintenance, evolution, and harmonisation of standards for critical communications over both broadband and narrowband systems. The committee has been structured to ensure that work on both systems will continue to run in parallel, while fostering synergies between the two domains.


On Day 1, the leadership of the TC was decided with Ari Toivonen proclaimed as Chair of the TC, Renaud Mellies as Vice-Chair of the TC in charge of Broadband, and David Chater-Lea as Vice-Chair of the TC in charge of Narrowband.


With the EUCCS legislative proposal expected to be tabled by September 2026 and the continuous work that the EUCCS Programme is leading in supporting the establishment of the EUCCS by 2030, the establishment of the TC is coming at a very crucial moment. The definition of standards will be key in providing a framework for the necessary requirements that will be needed to reinforce European cooperation for crisis management and law enforcement.


The ultimate objective of the committee is to support the preparation of specifications and technical reports to support the establishment of EUCCS, while ensuring close coordination with European standardisation organisations. This collaborative approach will help accelerate the delivery of interoperable and future-ready mission-critical communication networks and services across Europe.


The meeting also demonstrated strong participation and engagement from the public authorities stakeholders, underlining the strategic importance of critical communications for public safety, emergency response, and governmental operations.


Building on the extensive body of work already undertaken by organisations such as ETSI, 3GPP, and GSMA, participants discussed the future detailed structure of the TC and the key priorities and possible working items that will be undertaken by the group.


The work on standards will be fundamental to ensuring interoperability, operational reliability, security, and seamless cross-border cooperation between critical communication networks and services across Europe, while also providing a common framework to support future innovation and deployment.
