POCSTARS and China Mobile Hong Kong Jointly Launch the First MCX Pilot Deployment

Hong Kong, 24th Nov 2o25, POCSTARS and China Mobile Hong Kong (CMHK) have officially initiated the deployment of a joint MCX pilot project to advance the practical implementation of Mission Critical Communications (MCX) in Hong Kong and establish validation reference for future commercial deployment.


The project is among the first application-driven pilot initiatives launched following the release of the Technical White Paper on Mission Critical Communications (MCX) by the China Mobile Research Institute, demonstrating strong industry significance. It also marks the gradual transition of MCX development in Hong Kong into an operator-led application trial phase.


Based on the 3GPP MCX international standard framework, the project focuses on the deployment and applied validation of key capabilities, including MCPTT, MCVideo, and MCData. Live testing will be conducted under operator-grade network environments with multiple devices and concurrent services, combined with industry use cases to evaluate system performance and adaptability within complex urban operational infrastructures.


Hong Kong, as a high-density and multi-service metropolitan hub, presents demanding requirements for mission-critical communications. The pilot will target several representative scenarios:

  • Public safety and emergency response – Supporting multi-agency coordination and incident management through prioritized communications and multimedia command capabilities.

  • Urban rail transport – Enhancing operational efficiency and emergency handling across systems such as the MTR through unified voice, video, and data dispatching.

  • Port operations and cross-border corridor management – Enabling multi-party coordination in areas including Victoria Harbour and the Shenzhen–Zhongshan Corridor through interoperable cross-regional dispatching.

  • Major events and sporting venues (e.g. 2025 Guangdong–Hong Kong–Macao Greater Bay Area Games) – Providing early-stage validation support for high-priority broadband communications and real-time video transmission in large-scale operational environments.

 

In addition to application-level exploration, the project will also evaluate network distribution capability, QoS/QCI priority management, and platform dispatching performance, serving as a technical reference for future commercial MCX implementation. POCSTARS recently passed the 5th FRMCS Plugtests, demonstrating alignment with the evolution direction of mission-critical broadband communications. The pilot deployment in Hong Kong will further accelerate real-world advancement of MCX in urban-scale operational environments.
