EENA Responds to EU Consultation on European Climate Resilience and Risk Management Integrated Framework

On 27 August, EENA responded to the European Commission’s ongoing consultation on its proposal to create an integrated framework on European climate resilience and risk management. In its response, EENA noted that while mitigation and adaptation remain vital to avoid climate-derived crises from arising, it is equally essential to prepare societies for emergencies that will inevitably continue to arise.


In this regard, EENA noted that recent disasters such as the Spanish Floods in October 2024, which resulted in over 200 lives being lost, and Cypriot wildfires in August 2025 had tragically demonstrated the consequences of inadequately preparing for climate-based disasters. In Cyprus, a lack of caller location and mobile-based public warning was linked to the subsequent loss of life, while in Valencia, where a mobile-based public warning system existed, failures in the procedures for its application resulted in warnings being sent far too late to help people in need.


To ensure that systems like public warning can contribute effectively to increasing societal preparedness and resilience from climate based threats, EENA therefore called on the integrated framework to include obligations to ensure that public warning systems had the characteristics of effective public warning systems identified in the Niinistö report, which are multi-channel distribution, geo-targeting, clarity and brevity, accessibility, regular testing and updates and public education.


In addition to the characteristics identified in the Niinistö report, EENA also asked for the framework to require these systems to have clear activation procedures to ensure consistency and speedy activation during emergencies, multilingual alerts, and full accessibility for people with disabilities.
